Well you don't know when hes there and pops a cyno on you thats what it is so dangerous. thats what sops me from ratting and thats why its a game killer.

There's a huge leap of a difference between pestering people by AFK cloaking in a system, and breaking the EULA/ToS/whatever by downloading an illegal program which could get you banned.
Is it worth the effort? No.
Maybe you should be better informed, of ways to do exactly that.
There is no effort whatsoever and it's all within the rules. We have devices for this, that are specifically designed for gamers. Mine has a small colour screen attached and it's great.
The idea of the OP (and lets face it, it's not a new idea in any way), would make no difference to the safe spot cloaker. All this and other ideas would do, is break cloaking.
It's not the cloaker stopping him ratting, it's fear. That's why it's called psychological warfare. It tends to work best on the weak minded among us.
